I believe the answers are 1) it's unlikely anyone will listen to you and 2) you can't.

I heard a comedian on Radio 4 the other day, saying how he'd started making You Tube clips to get the attention of BBC comedy department. However the clips proved so successful that in the end he felt he didn't need a television station to take an interest in him.

Perhaps you should make your own show, not bother with the stations

This. A friend of a friend started "Project Diaries" on Youtube. Which is a healthy lifestyle/ growing your own food channel. He's got over 500K subscribers and was invited on GMTV to talk about the channel.

MTV Europe is open to this stuff. I had a successful pilot on there once but we couldn't get further funding to continue and in the meantime I started my own business so the thing died. Good luck spar!
