Seems pretty chilling to me. I think we need new international treaties, conventions and taboos to limit the use such technologies.

It's not the technology you need to limit, but the intent.

Very similar tools are used for pentesting, with a company's consent. The Wassenaar arrangement didn't do this property and became a heap of steaming poo as a consequence.

Yes ago there was an excellent film, 'The Listening' (iirc) which was based on real life events concerning spying by the services using, amongst other tools, mobile phones, interceptions etc. Chilling film that was.
