Yes he took over from Leo after he died, the writers don't seem to have done much with his character at all, I keep forgetting about him.

We need to see more of Jack too, I feel.

Ah, thanks. The dynamics between the four staff at the Lyall Centre don't seem convincing or fleshed out. The new Leo seems to be slightly more prominent this series, but is still underused.

The psychopath turned out to be the bloke who had previously been convicted of some murders. Easy oversight to make when investigating.
