The age of consent in the UK is 16. It's mostly in America that they would be charged with a crime.

While the general ages of consent are now set between 16 and 18 in all U.S. states, the age of consent has widely varied across the country in the past. In 1880, the ages of consent were set at 10 or 12 in most states, with the exception of Delaware where it was 7.

It's 21 in Washington but many states have lower ages depending upon age of partner.

Tiny Tim married his 17 year old bride live on the Tonight Show, so clearly plenty of people then didn't see it as a problem. He was a very strange man, deeply religious and with all sorts of hang-ups.

My mum used to watch loads of old musicals and it wasn't unusual for the middle aged leading man to be with or pursue a much younger woman. Not usually underage but times change.

I remember the Sun doing a double page spread when Gary Glitter, then in his forties had a 16 year old Girlfriend.

The affair was not in the papers until she was 16. This story is from just afterwards, she had split from Wyman and was trying to make it as a model/pop star.

They got back together and married when she was 18 but that was almost certainly a sham, a ruse to make it look a bit more respectable and to pay her off.
