Persistent poverty in Britain is below the EU average, official figures published on Thursday showed, casting doubt on a UN fact-finder’s recent conclusion that the government was in “clear violation of the country’s human rights obligations”.

In 2017, 4.7m Britons lived in households in persistent poverty — an income below 60 per cent of the national median in the year of survey and two of the previous three years, the Office for National Statistics said. It based its results on figures from Eurostat, the EU statistics agency.
