I heard a (very) ballpark rule-of-thumb according to which the number actually infected is roughly a thousand times the number of reported deaths. That gives about 10 million people, about one sixth of the population.

That's the figure the Oxford paper used. It's about right for flu, but applying it to SarsCoV2 seems to be based on a circular assumption rather than any actual evidence.
