I did wonder about that. It's not like the US where states can decide on certain laws.

If the Met take those spaniel cannabis dogs to a tube station and catch people carrying some dope they treat it as a detected crime but don't prosecute. It's great for their statistics.

Legislation applies equally. Appproaches to enforcement can be determined by individual forces.

New York legalized it recently thanks to the troubles of their guv. If Khan is in trouble, it makes sense to try it. How this would translate to the yoof vote (until we have e-vote aka vote from your couch) is uncertain.
