I think I'd start with the economy. Impose a sugar ration... charge food companies a health levy. 'If you want to sell food that damages health, pay up'.

Most people would regard rationing and direct intervention in business as pretty left-wing.

And I happen to think that the present crisis requires some authoritarianism.
